I want to track my teen’s location but don’t want them to know. I tried a shared account but it sends a notification. Is there a way to quietly add them to the location list without alerts?

Unfortunately, you can’t. Apple’s privacy features are really locked down, so it always notifies the other person when you try to track them.
Your best bet is to set up Family Sharing; it’s the proper way to manage a teen’s device and share locations. It’s a much more secure and reliable system than you’d find on Android, where privacy can be a bit inconsistent.
